Positive Proposals for Warrington

David Mowat spoke out for Warrington during the recent Conservative Party Conference in Birmingham. The town was one of the places used as an example of high Council Tax increases caused by a very poor settlement from Whitehall. The Conservative plan to enter into a partnership with local Councils which will facilitate a two year freeze in Council tax will halp the town in the first few years of a Conservative Government. David Mowat had the chance to address conference on the subject on Council Tax."Warrington residents have been forced to pay over 90% more in the last decade.......this is not fair and will not continue........."
In addition, the news that Heathrow will not receive a third runway but instead the next Conservative Government will build the first high speed rail link in the UK between London and the North West is very important for the town. David Mowat says "this news is good for the environment and good for jobs in the North West and Warrington........"

The Facts and a Solution.September 21stTo hear Gordon Brown talk you would think that he has presided over a golden decade in our economy and now it's all been threatened by a bunch of foreigners who have messed up his plans. I don't think so. Here is what has happened:
1) Our economy has grown well during the nineties. This is also true of every other economy in Western Europe. We benefitted from low interest rates and low inflation due to cheap Far Eastern labour costs.
2) But more than other countries our growth came from high house prices, public spending and financial services. In order to achieve the public spending element of this growth platform we have build up a government deficit which is amongst the highest in the world. Beaten only by Pakistan. Egypt and Hungary.
3) Every other country in Europe used the good years to create a surplus. They can now act as their economies slow down. We can do little except borrow more. Our cupboard is bare.
4) Our economy is now the first into recession and is ill placed to come out quickly. Both because of the massive government deficit which others don't have but also because of our over reliance on financial services.
2) 3) and 4) are directly the fault of the Government.
But to be clear there have been massive errors in the banking system. Government lack of responsibility has been matched by private recklessness and greed. Bankers knew they would not be allowed to go burst and acted cynically to exploit the low cost of money. It is vital they are held to account and there are two methods:
-better shareholder activism
-an element of personal liability.......it is too easy for them just to walk out with their bonuses intact........their behaviour would be moderated if it was their own money as well as their shareholders.
I have asked the Conservative front bench team to look at how this can be done.
Mowat Attacks failure of Government to Provide Adequate Sports Facilities in Schools.

Commenting on the launch of the Government’s 'Sport Unlimited' scheme Warrington South Prospective Conservative MP said:
“The Government says all the right things, but why has it taken over a year to announce how the Government will spend the £100 million announced last July? Despite the rhetoric there is still no real sign that the Government is addressing the problems in school sport, not least that there are nearly one million children who do not even get two hours of sport a week. I am sick of Gordon Brown trying to take credit for the efforts of our athletes in China and then totally failing to provide the facilities our school-children deserve. The facts are set out below.
· Government failing children: Nearly one million children (14 per cent of all children) are not getting the basic two hours of sport required as outlined in the Government’s own physical education public service agreement target (Hansard, 29 January 2008, Col 254W).
· Government failing teenagers: Only 67 per cent of pupils in Year 10 and 63 per cent of Pupils in Year 11 participate in two hours of physical exercise a week (Schools and Pupils in England January 2007 (Final) Report, compiled by the Department for Children, Schools and Families). This is a decrease from the survey undertaken in 2004/05.
· Obesity increasing. At the reception level in schools (4-5 years), one in four children are either overweight or obese, by Year 6 it is a third (10-11 years) (National Child Measurement Programme: 2006/07 school year, headline results, DoH and DCSF, June 2008).
Theresa May leads Warrington Seminar on Womens Issues.

Theresa May Shadow Leader of the House of Commons and Spokesperson on Women's issues recently visited Stockton Heath and led a discussion group focused on the issues around women's issues in Warrington. Councillors Woodyatt and Bruce, both members of the Warrington Borough Council Cabinet explained the measures that the town is doing to try to tackle the related problems of alcohol abuse and violence against women. Later Mrs May led a discussion with a number of other Conservative activists and explained the Party Priorities in this area.
