Mowat Backs Sure Start

An Open Letter to Residents

Dear Resident

With a general election just weeks away, I thought it might be helpful for me, as the Conservative parliamentary candidate for Warrington South, to let you know a bit more about the Conservatives' plans to help families and strengthen Sure Start if we win the election. I know that here in Warrington, people feel that Labour have let them down, and they don't want another five years of Gordon Brown. But they also want to know exactly what the Conservatives would do to help make their lives easier and their children's lives better.

Our mission is clear: we want the next Government to be the most family friendly Government we've ever had in this country. Conservatives are determined to do everything we can to support families in our community. Sure Start Children's Centres will play a critical role in our vision of making Britain the most family-friendly country in Europe. As David Cameron said recently, we are absolutely committed to keeping Sure Start and helping it do more for families, not less.

It is a pity that Labour are concentrating on spreading scare stories about Conservative plans to cut Sure Start, rather than working to improve the service themselves. Ministers have claimed that our plans to refocus Sure Start spending on frontline services are a 'cut' – but the small print of the Budget revealed that Labour are themselves planning to make up to £150m of 'efficiencies' in the Sure Start budget.  False rumours about our plans have caused real anxiety and concern amongst parents, and risked distracting attention from the important task of improving Sure Start. Let me make it quite clear: the Conservatives have no plans to close any Children's Centres. Sure Start will be safe with a Conservative government.

But we don't just want to keep Sure Start – we want to make it better for everyone. Now the Centres have been created, Labour thinks the job is done; but we think they could – and should – be better. The National Audit Office, the Audit Commission and OFSTED have all said that Sure Start is not doing enough to help the poorest and most vulnerable families in our communities. Our plans and vision for Sure Start will change that. Conservatives will strengthen Sure Start by recruiting thousands of new Sure Start Health Visitors and introducing a universal Sure Start Health Visitor service - giving every family in Warrington the expert help and advice they need. We'll provide more information and advice for parents in Children's Centres. And we'll encourage local voluntary groups and charities to help our Children's Centres, so that everyone can get involved in improving the service.

 A stronger Sure Start is at the heart of delivering our vision of a fairer deal for families in Warrington. Together with our plans to open more good schools, increase NHS spending, freeze Council tax, improve parental leave and increase flexible working, our plans to boost Sure Start will help make Britain the most family friendly country in Europe.

Say No to Labour's Tax on Jobs

Cut Waste not Jobs.......let's not put the recovery at risk.

David Mowat, Warrington South Parliamentary Candidate gave his backing to new Conservative plans to stop a new jobs tax on working families and local firms across Warrington. Labour Ministers confirmed in the recent Budget that Gordon Brown’s Government will be increasing National Insurance on both workers and local businesses. Under Labour’s tax-raising plans, anyone earning over £20,000 a year will see their pay packet shrink. Labour will also increase the tax that local firms pay for hiring workers who earn £5,700 a year or more.

By contrast, a Conservative Government will stop the most damaging part of Labour’s tax on jobs by cutting government waste while protecting frontline services. The cost of Labour’s tax rise on employers will be reduced by more than half. And anyone earning between £7,100 and £45,400 – seven out of ten working people across the country – will be up to £150 a year better off than under Labour’s plans.

At least 53000 working people across Warrington will be better off as a result. A typical nurse, teacher, firefighter or police officer would save £150 a year. People on lower incomes will benefit the most as a proportion of their incomes. And an estimated 6500 jobs across the North West could be saved by making it less expensive for local firms to hire workers.

The Conservative plans have have been backed by leading business figures who run firms such as Sainsbury’s, Mothercare and Marks & Spencer, and who employ over half a million people between them in the UK.

David Mowat said:
“For the last 13 years, working people Warrington have seen their taxes go up and up and their money wasted. Now Gordon Brown is planning a tax on jobs that will hit anyone earning over £20,000 a year and destroy 6500 jobs across the North West by taxing local firms more.

“Labour will kill the recovery with their tax on jobs. Conservatives will cut Labour waste to stop it. More than 53000 working people across Warrington will be better off with the Conservatives. And we’ll cut Labour’s debt to stop higher interest rates and your mortgage going up. We’re all in this together, and we need new energy and fresh ideas to get Warrington working for everyone.”
